From Monday 9 April 2018 you will need a Public Services Card to apply for a driving licence or learner permit.
This change will simplify and increase the security of the application process, help combat fraud and keep unlicensed drivers off our roads.
The Public Services Card will now be the only form of identity accepted at NDLS centres when applying for the first time or renewing your driving licence or learner permit. It will be used to verify your name, PPS number, address and identity.

How do I apply for a driving licence or learner permit?
From Monday 9 April 2018 onwards, when applying for a driving licence or learner permit, all you will need to bring* is:
*Evidence of address is required only if your current address differs from the one you provided to the Department of Employment Affairs and Social Protection when applying for your Public Services Card.
*Evidence of residency entitlement is required only if your place of birth and nationality is outside the EU/EEA.
Your photograph and signature will be captured digitally at the NDLS centre.
Your new driving licence or learner permit will be delivered to you by post, to the address you provide, within 5 to 8 working days.
Do I need to bring any other documents to the NDLS centre?
You may also be required to supply a medical report with your application form, for example if you are over 70 years of age or if you are a professional bus or truck driver. For a full list of instances please consult the application form or visit www.ndls.ie.

From April 2018 onwards the option to renew a driving licence or learner permit online will be available to some customers. To see if you may be able to avail of this facility, visit this website. To use this online service you must have a Public Services Card and set up a ‘Verified’ account on www.mygovid.ie. The online service will be available to more customers later in 2018.
Having a Public Services Card, together with a MyGovID, will make it easier, safer and more convenient for you to access many of your public services, in person and online.
